原文没有说，没人进来。每年不断的有新审判，不断的有人新获刑，怎么会没人进来呢？

原文是说在每年新发生的审判的案件数，获刑和获刑人数没有比过去去年多，发生还是发生的，流量不增长而已。

于是有人假设是因为被判坐牢的人的增多了。

C说的是另一个他因：不断的有新人进来，每个人在监狱里呆的时间多了，自然一段时间内的人口总量是上升的。

相当于一个水池原理.
