我选了B答案是D，私下认为，D头重脚轻。后来想一想，Although后直接加一个分词而不是一个句子是不是有些不妥? GMAT有这样的规则吗? Thanks^^*

B中although widely distributed，这个分词的逻辑主语与句子主语不一致，不能说measures were widely distributed

although+分词，很简洁，完成可以接受，当然前提是逻辑主语一致
