这里比较的对象应该是television costs spending ？（基于half——>greater proportion ）

可是总觉得a greater porprotion than in any previous election 怪怪的，为什么不放it was 呢

sc实在太差，请见谅~~如果问题很愚蠢，也辛苦耐心解答下~~

个人见解，比较对象应该是proportion，也就是half。
这里的a greater proportion应该是一个half的同位语。
无法更详细地解释清楚了……希望你能理解……我的表达能力不太行……

A's faults:

1. "it" is wrongly used. Here we want to compare between two proportions: the proportion in the year of 1992 and a proportion in any election year before 1992. "it"  only denotes the proportion of 1992. We should use "that" to denote a proportion before 1992.

2. The tense of Choice A is incorrect. Since "accounted for" is used in past tense, we should change "was" into its past perfect tense "had been".
