(B) begun almost two decades ago, for ratifying the Equal Rights Amendment

(D) at ratifying the Equal Rights Amendment, begun almost two decades ago,（A）

(E) that has begun almost two decades ago to ratify the Equal Rights Amendment

定语不是应该就近修饰的吗？这题为什么可以跨过Equal Rights Amendment，修饰
An attempt呢？

分词短语即可就近做定语修饰,也可以做状语修饰前面整句话.

本题就近修饰不和逻辑,而做状语含义合理,无歧义产生,故而选项A是正确.

可注释里说是修饰attempt。莫非是定语？

我的理解：如果讲究结构精准的话，begun almost two decades ago应该放在句首作attempt的定语，这样可以消除歧义。不过其他几个答案都有明显硬伤，答案A是the best answer。再一点，to ratify...... 是介词短语作定语，也是修饰attempt，分词其实是可以跳跃介词短语修饰前面的主语的。如果to ratify...... 改成 that 引导的同位语从句，那后面再跟begun分词作定语就有很大问题了。不过，这都不是绝对的，最佳答案还是比较出来的。
