答案为什么是E而不能是D呢？D中的定语从句为什么只能理解成修饰increase而不能是wages呢？又是怎么看出来修饰哪个的呢？that引导的定从不应该是就近修饰吗？

D中的that were requested没有 直接用分词requested修饰来的简洁啊！ 而且that were requested 有直接修饰wages的嫌疑！其实应该要修饰的是the increase!

答案为什么是E而不能是D呢？D中的定语从句为什么只能理解成修饰increase而不能是wages呢？又是怎么看出来修饰哪个的呢？that引导的定从不应该是就近修饰吗？

根据逻辑意思，wages不会是last July被要求的，肯定是increase被要求。

that引导的从句确实就近修饰了，所以错了。。。

Choice D lacks agreement(increase…were).
