答案是A。但我有个疑问，关于A里的修饰问题（老帖无人问过该修饰问题，所以再次发帖。）

我的疑问：A里的分词修饰没有错误吗？

A，viewing可以同时修饰policy makers、主句主语Many financial experts 啊，

这样不就修饰对象不明确了吗，导致逻辑含义不对啊？！

没研究过GMAT,不过插入语这句应该是who are no viewing..as...省略主谓的结构,请NN纠正.

插入语是独立于主句修饰它前面的名词(或词组)的,如果修饰experts,结构应该是,XXX experts,now viewing...as, belive that policy makers..

policy makers at the federal reserve, 主体名词是policy makers,插入语修饰的这个.

另外：再问下，D 里面用了view..to be这个搭配不对、that of不对，那D里的时态 will be 可以吗？

“v-ing 分词”只能就近修饰B，而不能跳跃修饰A？

我们经常可以看到下面这种句子：

V-ing....,Sb do sth...

这里V-ing都是往后修饰主句主语sb. (句首的分词结构其逻辑主语必定是主句主语,否则需要有额外的名词作逻辑主语形成独立主格. )

另外：再问下，D 里面用了view..to be这个搭配不对、that of不对，那D里的时态 will be 可以吗？

觉得如果D改成用view ...as、去掉that of 的话，D还有错吗？
