我选了C为什么不对, that allowed说明State Laws, 在这未必该用ALLOWING?说不同啊

violates错，应该是violated

一般law，rule等法规后面的内容用Ving形式.

谢谢,是应该violated因为发生在过去,但为什么LAW, RULE后面一般跟ING呢,是一种什么形式呢.
