如果选A，1980s就做50 billion in private investment capital的状语，那么1980年的事情发生的事情，怎么能用现在时（这里不能理解为客观现实具体内容的表述）is estimated to have left呢？必须用 was estimated to had left Mexico

首先，这是一个判断add是一个伴随动作还是一个并列的动作的问题。
遇到这种题通常并列的选项要错就是省略的主语补足后，出现逻辑概念的问题，如本题，补全后就是，50 billion is estimate to have added the strain on the economy. 是错的
其实简单一点判断就是，像it is extimate that, it is anticipate that, it is said that, 在gmat中被认为是一种又简洁而且符合表达习惯的用法，所以可以直接在符合表达习惯的选项中找答案。
