这题的思路应该是用排除他因的方法，既没有其他原因影响，那么就是这个假设了，e的话，similar加上了，就会引起歧义，变成了无关选项

这个是个假设题目，假设题目就是文章的必要条件，必要条件就是没它一定不行！所以取非之后削弱选项的就是答案。
我们看D，D取非就是把no盖上就可以了:"There are other factors such as school vacations or holiday celebration that cause accident rates to rise during these weeks."也就是说，还有其他因素比如学校庆典什么的影响了司机，那么这个是他因削弱了文章
好，这个时候你应该头脑中有清晰的思路：D取非之后削弱了文章，则D就是假设题目的答案。
E选项捂上not之后：A time change at any other time of years would produce a similar increase in accident rates.
也就是说在一年的其他月份如果也进行类似夏令时（daylight saving time）一类的修改的话，会造成类似的事故增加。没有削弱文章，类似的事故增加就是在说时间的调整影响了司机的alertness，这是加强文章。所以E捂上not是加强，则自身是削弱的选项。
