One report concludes that many schools do not have, or likely to have, enough computers to use them effectively.
(A) or
(B) nor
(C) or are
(D) nor are they
(E) nor are not
He is not a teacher or a student.
I did not want dessert, nor did I want coffee.
One report concludes that many schools do not have, or likely to have, enough computers to use them effectively.
A) or (B) nor (C) or are (D) nor are they (E) nor are not
E -- nor ... not 语意重复
D -- the best -- are 成为谓语,因为是联系动词,所以倒装 (注意:说法有误,请见紧接的两个讨论贴),类似的用法在not only ... but also 结构中也出现,例如

A substance from the licorice plant, 50 times sweeter than sucrose, was recently discovered, is not only a natural sweetener but also prevents tooth decay.
(A) A substance from the licorice plant, 50 times sweeter than sucrose, was recently discovered
(B) A substance, which was recently discovered, from the licorice plant, 50 times sweeter than sucrose,
(C) A substance from the licorice plant, which was recently discovered to be 50 times sweeter than sucrose,
(D) A substance from the licorice plant, 50 times sweeter than sucrose , which was recently discovered,
(E) A recently discovered substance, 50 times sweeter than sucrose from the licorice plant,
大家看看not only, but also 的结构对吗?
is not only a natural sweetener but also prevents tooth decay.
为什么不是 not only is a natural sweetener but also prevents tooth decay.
http://proof.blogs.nytimes.com/2009/02/12/country-vodka-and-sour-cream/?scp=7&sq=is%20not%20only&st=cse
The historian William Pokhlebkin, in his “A History of Vodka,” an amusingly thorough account of Russia’s love affair with “the little water,” writes: “The clumsy prohibitionist measures taken against vodka were not only ineffective … but contributed to the disruption of state finances.”
You don't agree, nor do I. 这里do是助动词,对吗?
