1972年的协议的主要贡献就是减少了磷的排放量。

那是以什么为基数减少的呢？

是在这个协议之前的允许排放量基础上减少的，即1972年以前的排放量。

用had been没错。

D是对的

这个题考的是一个定语从句，因此其从句的时态与主句谓语的没什么关系。我们既可以说 In1800, a pesent found a beautiful diamond that is the largest one in the world. 也可以说 In 1800, a pesent found a beautiful diamond that was the largest one in the world.

在A中，GMAT在没有明确的时间状语的情况下是不用过去和现在完成时的，而D中的一般现在时态表示站在reduce这个动作发生的时间角度上看的“现在时”，而不是发生在“reduce”之前的动作。

汗！不知道说清楚没有。

这道题我分析应该是选a，allowed这个动作是发生在reduced之前，所以要用过去完成时态，我觉得没问题啊。
如果选d，意思就变成1972年的agreement减少了当前的污染排放，意思有点说不通

这个题我又研究了一下og的解释，希望等对大家有帮助。
这个题的关键是dump这个动词，首先先看一下句义，一个1972年的agreement减少了美国和加国减少了向great lakes排放污染的量。
关键就是这个排放，也就是dump，argrement虽然减少了排放，但是这个排放还是一直在发生的，所以应该用一般现在时表示这个持续发生的动作

根据我的理解，如果这句话改成
一个1972年的agreement阻止了美国和加国向great lakes排放污染。那么这里这个dump这个动作就是发生在谓语动作之前（因为一但阻止，以后dump这个动作就没有了），这个时就应该用过去完成时。

比如你以前一天读两本书，我reduce了你读书的量，以后变成你一天一本书，但是reading这个动作是没有改变的，现在也是在发生的，所以用一般现在时。
