i choose D

i think the difference between "can not achieve its objective" and "is not needed" is the key to resolve this promblem.

according to stimulus, there are two major functions of "eduction abroad"(leave alone it is a policy or practice). the second boldface states these functions "could be achieve in other ways", suggesting that other ways not only could achieve these goals but also will address the demerit of attrition.
