Citizen of Mooresville: Mooresville's current city council is having a ruinous effect on municipal finances. Since a majority of the incumbents are running for reelection, I'm going to campaign against all these incumbents in the upcoming city council election. The only incumbent I will support and vote for is the one who represents my own neighborhood, because she has the experience necessary to ensure that our neighborhoods interest are served. If everyone in Mooresville would follow my example, we could substantially change the council's membership.

Assuming that each citizen of Mooresville is allowed to vote only for a city council representative from his or her own neighborhood, for the council's membership to be changed substantially, it must be true that

A) at least some other voters in Mooresville do not make the same exception for their own incumbent in the upcoming election

Why A is correct? "do not make the same exception" 的意思是 "do not follow my example"吗？也就是至少有一些人不选自己小区的代表。这样成员就能彻底改变? 也就是重选之前是一个小区一个代表，这是怎么推出来的呢？题目里说每个人都 "follow my example"council 成员将会改变，这不是矛盾的？

The exeception: to vote for the incumbant from my neighbourhood
If we negative A), we will have: all voters will vote for the incumbants from their neighbourhoods. Actually, this won't make any change to the present city council.

means "if everyone in M votes for their own neighborhood rep." or "if everyone in M votes for who I will vote?"

logically it should be the latter but this assumption seems a bit strange...

Good question. I must say that I didn't catch that reference of 'example' you propounded.
Although the word 'example' is capable of that meaning in this sentence, the meaning is not a logical one. For one thing, if we read the stem as a whole, we will probably understand the speaker's example not as voting for a particular person but as an abstract pattern of behaviour, that is, campaigning against all incumbants and voting for incumbants if and only if they represent the voter's own neighbourhood and have the necessary experience. Second, the stimulus says that each citizen is allowed to vote only for a rep from his or her own neighbourhood. And this directly excludes the alternative interpretation you placed on the word 'example'.

Yes, I totally agree that " follow my example" means "vote for their own community rep" and “do not make the same exception” means “do not vote for their own community rep”

So that we can interpret the last sentence in the stem "If everyone in Mooresville would follow my example, we could substantially change the council's membership." into: “if everyone vote for the incumbent from his/her own neighborhood, we could substantially change the council membership.”

But the answer is just opposite that: for the council's membership to be changed substantially, it must be true that at least some other voters do not vote for their own incumbent in the upcoming election.”
