首先排除D和E,只有从句,没有主句.
然后排除B,RISING COST与HAS主谓单复数不一致
然后是A,据说ETS有一个倾向是动词有名词形式,最好不要使用动名词形式来代替动作性名词
这道题目中RISE,可以做动词,也可以做名词,所以"the rise in the costs" is preferable
C句中RISING是现在分词做ADJ

同意橙子MM的意见，另外自由加个补充“a growing opportunity ”决定了C的形式上的对称，读起来很美
