答案C。但我觉得C也不对。这里that引导的应该是small cars的定语从句吧，要是这样的话，不就成了生产商make sth，后面就没东西了？我觉得正确说法应该是“Today’s technology allows manufacturers to make small cars more fuel-efficient than those at any other time in production history.”

请高手指点

make sth 就是produce sth 生产制造的意思，后面不需要加啥啊
make N1do N2 使N1做N2
make N1 N2 使N1成为N2

C选项是是that 引导的定语从句中的比较结构，单独看从句
that (smallcars)are more efficient than those
很清楚，比较的是现在生产的小汽车比汽车制造史上任何时期制造的小汽车省油～

make sth that 是没有问题的表达

如，make sth that is more brillant and creative 是完全正确的表达。
