1, 'at a recent session', here, 'recent' is adj modifying 'session'. perfect tense is not right. the same examples would be "in the last meeting', ' at the previous conference', ... 2, perfect tense shoul dbe employed when 'recent' shows a span of time 3, agreed with shellyaaaa, 'decide' doesn't lead to a subjunctive mood. at a recent session应该用过去时去表达过去发生的事情 而巴黎现在还是needs opera house，如果是needed就是过去需要，现在不需要了。
