我觉得D对，题目中不是说明了政府效率低下的情况是来自公务员的颓废，所以更多的公务员应该被fire，而且正因为公务员占的比重大，才会对整个政府机关造成影响。如果只有1个2个，就不会有那么大影响了。

我觉得答案是E

Civil Service employee和government workers之间的关系文中没有说到，所以暗示的应该是这个。

job security 文中没有提过

More government workers should be fired.
这个作者只是说了inefficient，并没有喊打喊杀。
