c没有错，应该用is。

One of 后＋谓语动词（Vt)单数还是复数要根据如下情况:

one of + 名词复数＋Vt单数－－－－－－－－－Vt动作的发出者是one，当然是单数

one of + 名词复数+ that+Vt复数－－－－－－－这个Vt动作的发出者是that，that就近修饰名词复数，故Vt是单数格式

the only one of + 名词复数＋that＋Vt单数－－－这个Vt动作的发出者是that, that 修饰 the only one，是单数，故Vt是单数格式

不明白c选项为什么是be signed by them？表被动只用signed不就行了吗？而且为什么要是be而不是is呢？
