只找到了3点错误，也很模糊。。。
1.第一句里的must很绝对，to effectively reduce the amount of environmental damage that industrial manufacturing plants cause不一定就要be aware of 。。。，也可以有其他更为有效的方法，比如说，改进生产，技术进步
2.gratuious assumption--由 In order to guarantee that corporations reduce the damage caused by their plants, the federal government should require 可知作者假设企业递交报告就可以降低污染生产，但作者provide no evidence去支持这个假设。同时，即使企业递交了报告也不一定就改进生产降低污染，这也有违结论。
3.政府的行为可行吗？－－由于few corporations have enough financial incentive to monitor this information，和financial penalties for failure to produce these reports.”，企业的报告不一定真实而可能是应付。这样，整个argument is worthless.
