once common throughout the Wsatern plain是状从省略结构（就是表示时间、条件等的引导词+形容词短语or现在分词短语or过去分词短语），其逻辑主语是主句主语。如果选C，主句主语就是the decline了，总不能说是decline was once common throughout the Western plains吧~
