than usual是固定搭配.记住它吧,还有其他的比如than (sb.)(had) expected/predicted/estimated/anticipated等等..

另外,这题目OG上说到The adjective usual, rather than the adverb usuallyis required when modifying a noun.这里usual应该有修饰什么名词啊,不知道修饰谁,怎么修饰的..呵呵

省略了weather,usual weather.
