(E) it is to prevent those against a

为什么C就不能看作是it is so to prevent those against a的省略呢？

不能这么省，省去了to prevent，it就指前面的“ to prevent crimes against property ”了，而逻辑上it应该指代“it is to prevent those against a person”。（it是整个短语完全指代）

另外it is so to prevent those against a里面so无所指代，so作代词是指代某个action的。

在比较结构中，　如果主语和谓语完全一致，　是可以全部省略的．　在这道题中，关键在于分析句子的结构，　因为它使用了形式主语，　那么it就是主语，is 就是谓语，　但后面的as difficult to prevent crimes against property as .... 是一个介宾结构．　如果要省略的话，介宾结构必须保留的，　所以应该是as to prevent those against a person. 但是没有这个选项，　所以选Ｅ

我开始选的是B 看了下前辈的解释，自己想了下是不是这样理解：
it is...是形式主语开头，其实还原的话就是 to prevent crimes against property is difficult as ....所以用those指代crimes就不对了，必须写完整 to prevent....，然后改成形式主语形式就是E项了，可是还是不明白为什么C不对呢？？？为什么不能省呢？？关于比较好混沌呀！！求教！！！！
