还是不明白为什么不选D

announce to sb. sth.可以,announce to do错，另外D改变句意...

announce to do可以吧？你看以下两个句子

Enterprises Announce to Build Pavilions in World Expo 2010

Oil producing countries announce to reduce production About 13 oil producing countries

还有改变句意是怎么改变了，望GG指教

announce 正规用法里面没查到可以用于announce to do，announce to应该是向...宣告的意思，在GMAT现在所有的语法题里面都没有出现过

announce 后面接to do的话不能表示目的、原因、结果（to do做状语的三种用法），也就是后面如果有to do是不会修饰announce的。

如果可以announce sth. to do，那么下面这个句子将会有announce to do歧义(来自逻辑，貌似prep里面也有类似句子)：

A rival manufacture recently announced similar plans to introduce a mechanical pencil that would accept only the leads produced by that manufacturer.

其句意改在：on account of poor sales应该是指stores，而D,E两项都偏向了Corporation的经营不善

umm...我想announce to do是不正规用法吧，另外逻辑，阅读里面都没有这个用法...
