大全987第2题与OG答案不符，大全是A，但是OG(黄皮689页第62题)上答案是D，大家注意了

A 1972 agreement between Canada and the United States
reduced the amount of phosphates that municipalities had been allowed to dump into the Great Lakes.

(A) reduced the amount of phosphates that municipalities had been allowed to dump

(B) reduced the phosphate amount that municipalities had been dumping

(D) reduced the amount of phosphates that municipalities are allowed to dump（A）

不能说哪个对哪个不对，我觉得应该取决于那个A 1972 agreement，现在是否可行，如果可行，则用are allowed 即可，却已经废止，则用had been allowed
