答案是E，但是我太不解了

虽然to establish与to encourage并列，但是the amount of grain farmers will be allowed to grow是一个完整的句子啊，它在句子里算是什么成分？？难道是will be前面省略了who?that?高手们来帮我划分一下结构吧

括号内两个动作并列，结构平行．

restrictions on the amount of grain farmers will be allowed to grow　

这里的红色字体用来修饰amount　of　grain

我也是同样的疑惑，读上去好别扭啊

做题的时候先排除了ABC里的AND...

接着就把DE排除了。。。

请哪位再来信服的解释一下LS这个红字部分吧

Farmers will be allowed to grow that amount of grain.
