题目问的是下面什么原因能说明 official收费是费力不讨好的事。
那D 很明显，说根据以往经验，收钱之后 ，大家宁可绕道走，也不愿意做火车。
所以，对交通没缓解， 火车没人做，结果开车的人还得天天绕大弯路。
既然这样，那收钱一点好处没有。
C的话
说大伙拼命在便宜的时候多买点token. 但是一旦他们手里的买的token 都用完了，他们怎么办
题里并没说。 如果他们都去坐火车了，那说明，official的目的是可以达到的。所一没有weaken
