选D的理由， 秘书讲：the President’s choice was clearly motivated by sound budgetary policy, not partisan politics；
总统区的项目were not generally more expensive than the projects canceled in districts controlled by opposition parties. 支持了秘书的说法，反之则削弱。。。个人认为可以作为Assumption.

GWD17-9:这里容有两个概念，wasteful VS canceled
先裁定Wasteful，政府再决定要不要Cancel。
就像法院决定有罪，再决定要不要判刑。
将第二个选项取非：如果A党比B党有更多的工程被判定浪费，但是A最终被取消的工程却比B少。
那大概就是不公平了，damage到argument.
所以B是Assumption~
