另外，关于D中ANNUALLY，是副词，修饰的那个词？

D: annually該修over 125 packs
E: annual per capita consumption of cigarettes=每年每人吸烟量从125下降到60

个人觉得D和E在意思上没有差别，还是每年人均吸烟量从125下降到60

C和E的错误都在per capita和per person语义重复
