比较诡异的一道平行。
先排除DE，时态不对。再说D的平行也不对，E中被动也不好。
平行原则，要省略全部省略。所以B pass 前面少了 to. C同理。 A 中通过and 将 to propose 和 pass 合成一个整体与 to repeal 平行。
