答案是A，我选B. 我认为A的表达较简洁，但是为什么that后面的句子是原形? 应该是
that they will not be named才对阿? 请热心回答,感谢!!

原因跟require/mandate that ...be...一樣

on condition 后面跟省略了should的虚拟语气,虚拟语气省略shuold,出现动词原形,是正确答案的标志.
