觉得A也是加强，要求削弱Gandania cannot afford to institute the proposed laws。A应该事私立的不受revenues下降的影响，所以可以afford to institute laws。

個人覺得這題的思路是:
profit from tobacco sales佔10% revenue=>不能(用law來)削減tobacco sales
原因就是跟錢有關
A就針對這個原因來攻擊, 不(用law來)削減tobacco sales, government就要多付錢在 health care是government funded
All health care in Gandania is government-funded+the incidence of smoking-related health problems has risen steadily for the last twenty years=>government就要多付錢在 health care

B: 可以是加強 - 排除它因
C: 是加強
D: 無關(因為percentage巳定, 是不是largest single source doesn't matter)
E: 無關(過去跟未來無關)

我觉得D选项也是加强结论。Government从Tobacco sales的收入远远超过其他方面的收入，如果institute the proposed law，G就会失去一大笔收入，也就是cannot afford。
