我选了B。是不是B尽管against,但没有A来得强烈。所以优选A?

A选项是最直接有效的argue

但是B呢,指出可能私人不会选择最优的方法,但是不是最优的并不代表不好啊,并且就连国家也未必会选最优的方法啊。。
