不太理解A的意思。为什么是inefficient？

inefficient use of funds就是说资金利用不行, 是说过去的支付的COST已经不好

题中要CRITICIZE "HISTORICAL COST, 那么根据公式, 因为现在的COST=HISTORICAL COST+INFLATION调整, 如果HISTORICAL COST已经不是个有利的算法, 那么现在这个COST算出来还是个不利的算法, 从而推出A

pricing method called "historical costing.这个是政府付钱的一个方法，那么怎么样是批评这个方法呢，就是说这个方法不好，这个方法付的很多钱是past inefficient use of funds.就是说过去很多钱被无效的使用了，比如说钱没有都花在standard weapons 上，其中一部分被浪费掉了，比如说被大量的吃喝掉了，
