如果PRIVATE PARKING LOTS等同PARKING LOTS AROUND BUSINESSES的话，那这题的逻辑就很清楚了，依然可以说明PUBLIC PARKING LOTS不够用，而非PUBLIC PARKING LOTS用起来有麻烦。
但是我也奇怪，我觉得在考试时我不会这么大胆的认为PRIVATE PARKING LOTS等同PARKING LOTS AROUND BUSINESSES。
