第一题勉强可以排的出来，我的理解是patients put though triage 当作那种n.+ 被动式的定语修饰结构；sth like.“cakes baken by my aunt" 我阿姨烘的蛋糕之类的表达。而不能作为n + that + 限制性定语从句的表达。
第二题我认为n+ to 的不定式有很多. actions to take ;roads to walk; to什么状态才会被理解成介词？？?
patients put though triage 可以这样理解patients （who were 省略） put though triage （简洁性原则，通常将定语从句变为n.+-ed分词形式）
