正确答案是D。但是不明白B的解释： it is not clear who would be doing the proclaiming; a clause is preferable to a phrase here.

不是说分词可以modify a clause 的马？不需要主语的马？谢谢

,所以不清楚修饰对象 ,

but, sometimes participle doesn't need a subject to modify. For example,
i travel a lot these days, making me feel tired.
Here, participle phrase doesn't have a subject.

i think sometimes -ing can use to modify subject , object, or to modify firet sentence Verb to express a consequence

anything must look up the meaning of sentence .

Personally speaking, the sentence intends to express a cause-effect relationship. Answer B clearly doesn't have that function.

yeah, i agree. the focus of the sentence it show cause-effect.
