同意前面nn的观点,指代问题有时候不是判断的主要依据
况且B也没有指代不清,them能指代的只有school districts,而it,后面有了money,如果指代money,那么句子就是money to spend the money,这明显不可能
这题的主要判断依据还是demand,我冒用一下一个帖子里一位CDer找得到的例子:the gas tax could result in revenues that would satisfy the Administration's demand that transportation be paid for by its users
可见demand作名词也能跟虚拟
还有only的位置也有用,only on...not on...就像not by...but by...的感觉差不多
