好老的帖子都没有人回，我也选择了 A

不单单其中的demand用的是名词，记得有道题目在名词之后的定语从句中，是不是用虚拟状态的

另外，only修饰的位置发生了变化，为什么选择B阿

only on teachers 是对的,修饰spend反而不对.这题跟OG12-5 很象.

按照指代就近原则(prep 07-1),it应就近指the money吗？但是指money的话，逻辑上就不合理了，应该指的是the budget，是这样理解吧

prep的解释说，并列句中，有2到3个句子并列，第2或3个句子中的代词应该优先指代第一个句子中的主语，是这样的吗？

如果就近指代和优先指代发生矛盾的时候怎么办，该如何正确判断呢？…………

代词指代两个原则：
指代是否清晰是从读者的角度来看的。当我们一个句子老长，而代词离指代对象太远，读者读着读着就会忘了那个代词指代谁，这时候就造成了不清晰（如果指代对象近，那就不是问题，因为读者记得住这个代词指代谁）。那么读者根据阅读习惯就会去找这个指代：与现在这个代词平行的成分 --> 这也就是平行指代优先原则的本质原因。
就近指代和优先指代其实不会发生矛盾，只要清晰，读者逻辑上知道它指代谁就好，就不会有绝对性错误，GMAT不会就此判定一个选项的错误与否。

umm…………，“与现在主格代词平行的成分”，如果句子中出现了几个平行的成分(会出现这种情况吗？)，存在优先指代的问题吗？还是，需要从逻辑含义上入手？嗯嗯，我先暂且记下，遇到具体问题时，再来请教~~哈~

"与现在这个代词平行的成分"-->比如主从句对位指代、对比里面that的指代等等...
umm...暂时没有想到“出现几个平行的成分的”的情形，反正逻辑是终极的判断原则。

另外，代词指代模糊有时候并不是判误的标准（即非correctiveness的错误），所以选项之间还是比出来的。

可能说得有点难以理解。。不过配合题就好

them指代school districts
同意前面nn的观点，指代问题有时候不是判断的主要依据
况且B也没有指代不清，them能指代的只有school districts，而it，后面有了money，如果指代money，那么句子就是money to spend the money，这明显不可能
这题的主要判断依据还是demand，我冒用一下一个帖子里一位CDer找得到的例子：the gas tax could result in revenues that would satisfy the Administration's demand that transportation be paid for by its users
可见demand作名词也能跟虚拟
还有only的位置也有用，only on...not on...就像not by...but by...的感觉差不多

这帖子是挺老的了，这题自己也错了，看了很多帖子忍不住总结一下，不一定全对，就当给需要的人参考
