(B) and establish tighter restrictions on the amount of grain able to be grown by farmers and encouraging

(D) to establish tighter restrictions on the amount of grain capable of being grown by farmers and encouraging

(E) to establish tighter restrictions on the amount of grain farmers will be allowed to grow and
to encourage

答案选E我没有意见，因为其它选项都有明显错误。

但是E选项，细看，我觉得也有问题，主要是平行结构。

OG上说，to establish 和
to encourage平行并列。

但是大家看到
to encourage和to grow 也可以表示平行并列，这不是引起歧义了马？

如果不引起歧义，只有一种解释：allowed to do and do是正确的，而allowed to do and to do这种并列是错误的。

（不定式的并列，我理解的是第一个to不可以省略，第二个to可以省略）

但是allow可以这样的话，那与try to do and to do相矛盾了。

不知道怎么理解这个选项，不懂不懂不懂呀。。。。

这里是有一个定语从句的that省略吧(修饰谷子数)? 所以to grow后面其实是有n.的, 如果to grow和to encourage并列的话(那么他们的施动者应该一样), 而encourage后面现在是跟着名词的(more aggressive sales), 这个又怎么解释呢? 因此, to grow and to encourage 不是一个层面的并列, 不会引起歧义.
