The budget for education reflects the administration's demand that the money is controlled by local school districts, but it can only be spent on teachers, not on books, computers, or other materials or activities.

(B) the money be controlled by local school districts, but it allows them to spend the money only

(D) local school districts are in control of the money, but it allows them to spend the money only

(E) local school districts are to be in control of the money, but it can only spend it

我选A，答案是B，demand只有是动词引导宾从，后面才是BE啊，这里demand是名词吧，reflects应该是动词和宾从的引导者，也要符合(should) be规则？

这里划线的that句子是demand的同位语从句，也要用be；跟reflect没关系。

还有D项中除了虚拟语气的问题，就是把are变成be，那会不会比B好了？主动优于被动嘛

ACDE都错在demand后面没有用should啊当然should是必须省略的

如果A中的it指代错误，那B中的it不是也有指代错误的可能性？

only强调什么我总是搞不清楚

can only be spent
                    on teachers和spend the
                                    money
                                    only on teachers

是不是第一个强调spend，第二个强调on teachers

但是题目又没有提示，一般怎么判断？？

我觉得B中的it指代的是the money, 所以也有问题。

我觉得这题应该一上来可以把ACE都排除掉
主要看最后说“not on books” 所以可以看出来only强调的应该是【钱用的地方】所以only后面应该紧跟 on teachers是而不是跟spend 如果紧跟spend 意思就变为强调【钱的用法】了
所以还剩下BD 但是我选到了D。。。。

B中的It从意义上指代的是administration，但是admin后面有's，这样从语法上来说不合理呀。

抛开语法，尝试从语义上理解一下，demand后面接的“money controlled by school districts"是未实现的事，那么使用未来时或虚拟语气，会比现在时更好

举个栗子：I only eat an apple.表示我对这苹果可以有很多动作，但我只“吃”；
I eat only an apple.表示我有很多东西可以吃，但只吃了apple。

only位置的问题，如果是can only be spent on...的话, only修饰的是spent这个动作，也就是除了花销以外还有其他的动作。 spend the money only on 里only修饰的是在spent情况下的用途。

B选项指代的话，我认为it就是指代budget。这里应该不是说'it'让local school districts只能把钱花在教师上，而是budget本身的性质决定了这笔钱只能花在教师上（比如说budget是一笔定向的教育拨款，只能用于聘请教师）
