E没啥大问题，因为其他的问题实在太大，但是E里面although后面可以不跟完整的主谓结构吗？

可以的,polio就是省略的主语.

ex:来一个简单的例句,感觉一下:

Although went to bed very late yesterday, I still got up early this morning.

Although I went to bed very late yesterday, I still got up early this morning.就有点罗索了

省略的前提是Although后面的主语和主句的主语是同一个.

Although the theft run fast,I still caught up him.这时候the theft就不能省了

除非是Although run fast, the theft was still caught up by me.

弱问下，(D)选项中，如果把 is capable of being 换成could 是不是就正确了呢？前半句Although having been eradicated...有错吗？

我也想问一下，D中的having been eradicated有问题吗，在一个论坛上看到一个说法：
Having + past participle is used to indicate an action that:
-- is completed before the primary action attributed to the modified noun
-- provides context for the primary action attributed to the modified noun
那这里说eradicated发生在continues和be brought前，应该也make sense吧，请牛牛指教！

关于D选项的could用法找到了Ron的解释
the instance of "could" in the sentence is an example of what i have described as "#2" here:
Usage #1
"Would" is the past tense of "will", and "could" is the past tense of "can".
Usage #2
"Would" and "could" are used to describe hypothetical situations that are not true, or are extremely unlikely. (since these situations are hypothetical -- i.e., they never happened -- they don't really have a timeframe.)
应该就是表达一种可能的情况吧
