D 不管encounter还是不能encounter都不能collect。。。跟据“since it is difficult to collect the tortoises without a vehicle” 所以encounter或不encounter是没有影响的。

我的想法是...

首先，这个选项与题目所给的信息相似的a major newspaper ... paid its reporters an average salary paid by its principle competitors (if 题目中an average > A中所说Senior reporter挣的，则这家公司实行的工资政策很不错了，也用不着后面那个executive一串废话 . if 题目中an average < A中所说Senior reporter挣的, 可以说明实际挣的也不差到哪去，与executive那段话也没什么关系)
另外，你要看问题在问什么，我觉得这个是关键，人家就是让你找一个来weaken executive说的那些话，那么他那段话的重点就是表明，虽然reporter的薪水不多，但是我们提供了很多有价值的training...,weaken他只能说所提供的价值不足以填补薪水不高这件事。
