这个在于动名词与定语从句的区别

动名词表示的是一种经常性状态，而定语从句表示的是一个具体的状态，所以在这里还是用定语从句合适

a major goal 是Efforts to equalize the funds available to school districts的同位语吗？单复数可以不一样吗？

是同位语，同位语与与之同位的成分不需要单复数一致。
