After several years of rapid growth, the health care company became one of the largest health care providers in the metropolitan area, while it then proved unable to handle the increase in business, falling months behind in its paymnet to doctors and hospitals.

C but then it proved unable to handle the increase in business, falling months behind in its paying

答案选E，但我有个疑问BUT前有逗号，后面不是应该跟一个完整的句子吗，这个选项缺主语啊。。。。我觉得原句语法上对的啊，虽然PAYMENT没有paying好。大家认为呢？

通常but前面的逗号不仅仅是一种强调作用，也避免了but产生做介词的歧义。
but与and不一样，and的话是需要跟楼主说的那样如果前面有逗号后面是要跟完整句子的（前面是插入语的情况例外）。

原句是不对的，while代表这同时发生的事情，而then却是接下去发生的事情，两者逻辑上有矛盾，基本上不能共存在一个clause里。

while在gmat中应该是做对比来考吧（考常之间的对比，比较）

while表示转折的含义的时候，是要同时发生的。

形式上可以这么说...but后面其实句子是完整的，只是省略了主语。

准确讲是，可以跟省略了主语（承前省略）的分句
