我的答案是D，我选的是A，有人说也对，到底选什么呢？

A：主句主语announce 后面接了两个that clause, 比较合理，而且前一个clause里主语谓语也都齐全

    

但是D, and
后面是一个完整的从句，而前面一个应该与其并列的从句却没有了谓语，所以觉得D不对。

我的看法是第二个从句有自己独立的主语（不同于第一个从句里的主语），所以用and连接的话需要前面加一个逗号；但是我实在看不出D为什么正确，因为好像第一个从句没有谓语了？
