我觉得A的问题在于,A并没有解释关闭后增长的维护费用等 和 不关闭继续营业时亏本的差额, 孰大孰小
所以其实A并不一定是削弱。因为虽然 the cost associated with restroring service会突然增加,但如果和营业亏本的损失比还不算什么的话,自然还是关门比较好一点。
