B，告知损害了他人利益。因为不用安全带开车人的比例高，所以保费也高

D 没看出来损害了谁的利益，E损害了不用安全带开车人自身的利益

选项B损害了那些那些使用安全带开车人的利益，他们也需要交更多的保费

D和原文无关

E真理选项，乘客不用安全带损害的是自己的利益
