如果只是为了避免设施重复就在两洲交界地建设新的大型医院的话，将会成为一种资源的浪费使用。

LS有偏差，不是为了避免重复建设而去建医院。

应该是：仅仅因为重复建设应该被避免这个原因，在两州交界区域建设大型医院就会构成资源的浪费使用。
