By a vote of 9 to 0, the Supreme Court awarded the Central Intelligence Agency broad discretionary powers enabling it to withhold from the public the identities of its sources of intelligence information.

(A) enabling it to withhold from the public
(B) for it to withhold from the public

答案选A，我选B
虽然觉得for it也是多余的，但觉得enabling it 也多余，而且表达怪怪的。

Since the answer is A and the explaination is not unreasonable, maybe what we can do is just to remember it.

enabling.... 修饰power, 表示这种power 所带来的可能性的结果：使...能够怎么样做。

for sb to do sth 表示目的。意思不一样的。而且 award A sth for A to do sth. 这种结构很awkward.

其实考试的时候一条一分钟多一点，有时候要靠语感的。比如这里enable 感觉就很顺。

同意for是表示目的，而且一般是设定主语为施动者
那原句就会变成：the Supreme Court 的目的在于withhold from the public了
