“amounting” and “representing” are ambiguous. What is “representing” referring to: increase or efficiency or vehicles or 25% or years?
“Amounting to” – which means “equivalent to” – can only modify 25% – but then representing cannot modify 25%.
“Represent” or “representing” should refer back to an “increase”…

We need the modal “would” to preserve the hypothetical tone of the sentence.

“has announced” is present perfect tense, which would require a present tense.

However, as this increase is as yet uncertain as it is in the future, “would amount to” is the ideal construct.

there are two kinds of parallel signals: ONE-PART (such as "and", "or", "but"), and TWO-PART (such as "not only ... but also", "both ... and").

when you have PARALLELISM WITH A ONE-PART SIGNAL, the only words that are "locked in" are the ones directly FOLLOWING the signal.
as long as you can find the corresponding structure in the other part, then the parallelism is fine.


examples:
i worked in nevada and florida.
i worked in nevada and in florida.

BOTH OF THESE ARE FINE.

reasons:
in the first, the part that's "locked in" by the signal and is just florida. therefore, the parallel construction would be just nevada.
since that construction is there, the sentence is parallel:
i worked in
nevada
            
and
            
florida.


in the second, the part that's "locked in" by the signal and is in florida. therefore, the parallel construction would be just in nevada.
since that construction is there, the sentence is parallel:
i worked
in nevada
            
and
            
in florida.

10楼的解释可以算一个,以前有过类似的例子是这么解释的:xx decreased one forth of a percent....amounting to....(大概是这样的例子,当时说是不对的,就是有歧义,答案应该是or...(具体数字类的吧),有印象的同学看下吧)这里的amounting to应该不是简单的伴随状语(主语是主句主语,表示和谓语同时发生的那一种),这里应该是指代前面整句话的,重点在解释increase的影响或结果,10楼的解释可以算是一种理由(引起歧义),还有就是perp里前面也出现过的,这件事请(主句表达的)只是公司的plan,具体还没有实施,所以后面的解释或修饰的部分要用将来的时态,这点doing结构做不到,同时这件事带有conditional的意思,所以用了虚拟would
