268.        During the recession of 1973, home mortgage foreclosures resulted in tens of thousands of Americans being evicted from homes that they can no longer afford monthly payments.

(E) for which they could

解释里说D项有一个错误是they 指代不清，有可能指foreclosures也有可能是Americans，但是E项里也有they啊，它是怎么避免指代不清的这个错误呢？关于代词指代的顺序这个问题我一直没有搞清楚，哪位nn给指点一下？

D)主要错误是时态错误。
从意思上看，不会有人会觉得they指代foreclosures，虽然从句式上来讲有可能（在GMAT的规则中，能避免这种情况最好，如果避免不了也不能说就错了：因为GMAT要的是相对最好的选项）。
